NEW DELHI - Prime Minister Narendra Modi, with his eyes firmly set on the general election next year, has reached out to farmers again, repeating a promise to double their income in five years.
"The farmers are the soul of India. A country can't develop fully until and unless there is development of farmers," he said at a rally in the state of West Bengal on Monday, his third with farmers in a week.
