Over 480,000 summonses issued to foreign drivers in Malaysia over last three years

KUALA LUMPUR – A total of 482,742 summonses amounting to RM25.3 million (S$8.15 million) were issued to foreign drivers for various traffic offences in Malaysia from 2023 to 2025.
Malaysia’s Road Transport Department (JPJ) Enforcement director Muhammad Kifli Ma Hassan said records showed that Rohingya, Bangladeshi, Indonesian, Middle Eastern, Indian and Chinese nationals were among those most frequently issued summonses.
“During the same period, a total of 462,835 foreign nationals were issued summonses for various traffic offences,” he told a press conference at the JPJ office on Feb 6.
He added that JPJ had also seized 15,789 vehicles driven by foreign nationals during the same period.
“Based on records from 2023 to 2025, JPJ carried out enforcement actions involving the seizure of 15,789 vehicles driven by foreign nationals,” he said.
Datuk Kifli said the main offences identified included driving without a valid licence, failure to possess valid road tax and lack of insurance coverage, in addition to technical offences such as unauthorised vehicle modifications.
He added that during the Kuala Lumpur JPJ’s Ops Pewa conducted over two days on Feb 5 and 6, a total of 330 summons notices were issued for various offences, with 61 vehicles seized and 57 foreign drivers inspected.
He said JPJ would continue enforcement efforts to safeguard road users. THE STAR/ASIA NEWS NETWORK
