BEIJING - When China announced on Tuesday that it was stepping up efforts to get more elderly people vaccinated against Covid-19, it was a further indication that it is laying the groundwork for moving away from harsh zero-Covid-19 policies.
The immunisation campaign had in recent months appeared to hit a plateau, hindered by a combination of politics and hold-outs.
