TOKYO - Speaking at the Shangri-La Dialogue in 2014, then Japanese Prime Minister Shinzo Abe laid out a vision which is still pertinent today.

The region, he said, should be undergirded by the overarching idea of the "rule of law". He called for principles to govern regional stability: no threat or use of force, the peaceful settlement of international disputes and adherence to international law.
