SINGAPORE - When Mr Lim Guo Liang heard about more cases of personal mobility devices (PMDs) posing a safety hazard two years ago, he immediately told his eldest son to sell his PMD.

But the battery of the PMD burst into flames when it was being charged in their living room on July 3, 2019.
