NEW DELHI - Ms Komalpreet Kaur Mann thought she was well on her way to fulfilling her late father’s dream for her to study and work in Canada.

She had a place in a Canadian college to begin a one-year course in personal support care in January and had already paid C$1,500 (S$1,520) to secure it.
