Dr Chen Shiling was presented the award by its patron, President Tharman Shanmugaratnam, on March 19.

Determined to tackle gaps she saw in the healthcare system for people with intellectual disabilities, Dr Chen Shiling quit her job at a public hospital in 2013 and founded Happee Hearts Movement a year later.

One of ST's Singaporean of the Year finalists - Steven Goh. He is the founder of non-profit organisation, Helping Joy, which helps the needy on a long term basis. They offer help to those living in cluttered environments, unhealthy conditions, and also those who need help to restore their homes to a healthy state.
