WASHINGTON - Latinos, despite comprising 18 per cent of the American population - and rising - remain under represented and under recognised, Latin activists said at a Hispanic Leadership Summit in New York on Monday (Dec 10).

More crucially, a new survey indicates that Latinos are not as optimistic as they were about the "American Dream", and as many as two thirds did not believe that their votes count.
