Obama to say Keystone pipeline approval only if no emissions increase

WASHINGTON (REUTERS) - US President Barack Obama planned to say on Tuesday that the Keystone pipeline should only be approved if it does not increase greenhouse gas emissions, an administration official said.

The Keystone XL pipeline, which would carry oil from Canada to refineries in Texas, was one of several topics Obama was expected to address in a climate change speech.
