After three years of delay, a light rail tram finally arrived at Circular Quay when it reached the end of the 12.7km line for the first time in Sydney yesterday.  Cost blowouts, legal disputes, delays to construction and major disruption to businesses along the route have plagued the project, causing political upheaval for the New South Wales government.
