US, Russia abort nuclear talks

LONDON - Efforts by the United States to resume nuclear arms control negotiations with Russia have stalled after Russian officials asked for the talks to be postponed for an unspecified period.

Mr John Kirby, the spokesman for the US National Security Council, which initiated the talks, declined to speculate about the reasons for this postponement.
