LONDON - Russian President Vladimir Putin's announcement of a partial mobilisation of his country's armed forces amounts to a considerable escalation in the Ukraine war and shows that the military operation is not going well.

Blaming the West for the Ukraine fighting, Mr Putin vowed that "the territorial integrity of our motherland, our independence and freedom will be secured".
