May's delay reveals a government in name only

It always seemed ludicrous for Prime Minister Theresa May to hold a vote she was set to lose by a large margin. And yet her decision to delay it brought not relief, but confusion and dismay.

She was jeered almost as soon as she opened her mouth in the House of Commons to announce she would postpone the vote in order to ask European Union leaders to sweeten a pill British lawmakers don't want to swallow.
