Security event comes amid backdrop of US ditching 1987 missile pact with Soviet Union

A multitude of politicians, military experts and media staff will be gathering this week in Munich to discuss global security issues.

But the estimated 600 participants will not have an answer to the key question: How to organise a world where major players are seemingly unwilling to commit themselves to binding agreements and loyalties.
