EU keeps migrant crisis at bay... for now

Immigration down, but lack of legal regime to tackle issue leaves continent vulnerable

European Union interior and home affairs ministers meeting in Brussels to examine the continent's immigration policies have every reason to feel satisfied.

For Europe appears to have succeeded in reducing the number of refugees and asylum seekers being admitted, while at the same time keeping its borders open.
