When the European Union first decided to hold a special summit in the Romanian city of Sibiu, its chief objective was to discuss the continent's future.

The assumption was that Britain would have left the EU by then, and that the ancient city of Sibiu, nestled in the unspoilt mountainous scenery of Romania's Transylvania, could provide the perfect stimulation for generating new ideas about Europe.
