SINGAPORE - Singapore's ambitious plan to turbo-charge its street lamps has lost a bit of polish over the years.

The tall fixtures were earmarked to house a host of interconnected sensors and cameras belonging to different government agencies for detecting everything from unruly crowds and speeding e-scooters to hazy weather.
