TOKYO - Minister for Culture, Community and Youth Edwin Tong has conceded that Singapore not winning a medal at the Olympics for the first time since 2004 "was a downer" for him.

"In any competition, you do want to play to win, you do want the medals," he told The Straits Times in an interview on Thursday (Aug 5).
