Justify rising costs before raising transport fares

The cost of running buses and trains in Singapore rose by more than $900 million a year between 2012 and 2016, while fare revenue went up by only $230 million during the same period.

The Public Transport Council (PTC) cited this apparent gap as a basis for modifying the fare formula - a move which could see commuters shouldering more cost changes.
