SINGAPORE - While the Land Transport Authority (LTA) has delayed a decision to issue licences to firms offering shared personal mobility devices (PMDs) owing to safety concerns, at least one operator has managed to legally step up deployment of e-scooters in recent months.

The move, by Grab, has raised concerns among some residents in Joo Chiat and other observers.
