In 2013, 48-year-old Ms Chan began making ElderShield claims for her disabled mother, receiving $300 each month to pay for supplies such as adult diapers and special lotion prescribed by a doctor.
Early this year, the funds stopped, having reached the end of the five-year payout term that applied in this case. But her mother's needs remained - along with their costs.
