NEA, PUB to get new chairpersons from April 1

SINGAPORE – Two statutory boards under the Ministry of Sustainability and the Environment (MSE) are set to have new chairpersons from April 1.
Mr Chaly Mah will succeed Mr Lee Chuan Seng at the National Environment Agency (NEA), while Ms Chan Lai Fung will take over from Mr Chiang Chie Foo at national water agency PUB, the ministry said on March 28.
Mr Mah, currently NEA’s deputy chairperson, concurrently chairs global urban, infrastructure and managed services consulting firm Surbana Jurong and Netlink NBN Trust, which designs, builds, owns and operates the passive fibre network infrastructure here.
He is also currently Singapore’s non-resident ambassador to Costa Rica.
Mr Mah previously chaired the Singapore Tourism Board from 2017 to January 2024, Singapore Land Authority from 2010 to 2014, and Singapore International Chamber of Commerce from 2015 to 2017.
He retired as CEO of Deloitte Southeast Asia and chairperson of Deloitte Singapore in 2016.
Outgoing NEA chairperson Lee Chuan Seng has been in his role since 2019. During his tenure, the agency started the development of the integrated waste management facility at Tuas Nexus, and issued green bonds to finance its development.
Project Wolbachia was also expanded during this period, and the SG Clean campaigns and Year of Public Hygiene were introduced to enhance the standard of public health here.
Incoming PUB chairperson Chan currently chairs the Lee Kong Chian School of Medicine at Nanyang Technological University, and has served 36 years in the public service.
Ms Chan held several permanent secretary appointments during her public service career, including at the law, finance and education ministries.
Outgoing PUB chairperson Chiang has helmed its board since 2017, “demonstrating visionary leadership and driving PUB’s transformation towards being future-ready”, MSE said.
He guided the agency to use technological tools and solutions to strengthen its operational resilience, among other areas of improvement. Under his leadership, PUB introduced schemes to attract, retain and develop its employees in certain areas.
