Teen gets reformative training for underage sex and theft

SINGAPORE - A youth who had sex with a minor and stole from a woman and his foster father was sentenced to reformative training on Thursday (Feb 4).

Probation was not recommended for Muhammad Razali Abdul Razak, 18, who had admitted to three of nine charges.

He told District Judge Crystal Ong that he wanted a prison term as "RTC is not the place for me to change".

"I want to catch my dream in future," he said.

He also pleaded for a lighter sentence and said he would think wisely before making any decisions.

Judge Ong said Razali had been in remand for some time, and that given his young age, rehabilitation must be the key consideration.

Offenders aged 21 and below spend between 18 months and three years at RTC where they will do foot drills and undergo counselling.

The court was told that he started chatting with a 15-year-old secondary school student on Facebook around Nov 2, 2014. They started a relationship soon after, which ended on Dec 1 the same year.

Then, on Jan 8 last year, he sent her a WhatsApp message asking for a loan. She agreed and loaned him some money.

Four days later, he asked to meet her on the pretext of thanking her for the loan.

They met the next day at Woodlands MRT station. He took her to a nearby block and had sex with her at the staircase landing.

The girl subsequently found out that Razali was in another relationship. She got depressed and her teacher found out what happened and told her parents. She made a police report on March 4 that she was raped by her ex-boyfriend.

In the theft case, the court heard that Razali visited Ms Siti Raihana Rahim's family in Yishun on March 17 last year and stayed overnight.

The next morning, he saw the 23-year-old's handbag and stole it. He took the bag to the staircase landing and removed a $70 powerbank, a wallet with a cardholder with $20 and her identity card.

He threw away the handbag after keeping the powerbank and wallet. He then went to a lower floor staircase landing and took the cash before discarding the other items.

On June 1, he took his 54-year-old foster father's POSB ATM card and left the flat in Bukit Panjang. He went to the POSB ATM machine at Fajar Shopping Centre. He managed to guess the victim's PIN and withdrew $1,000.

The maximum punishment for sexual penetration of a person below 16 years old is 10 years' jail and a fine.

For theft in dwelling, the maximum punishment is seven years' jail and a fine, and for theft, three years and a fine.
