Jail for flasher who exposed himself to 10-year-old girl

His own daughter was just metres away when he exposed himself to another young girl in a restaurant.

Recalcitrant flasher Tang Chee Leong, 44, was sentenced to three months' jail yesterday after insulting the modesty of the 10-year-old victim last year.

The IT manager, who has two young daughters, has been in and out of jail since 2001 for offences including molestation and performing obscene acts in public.

He was last sentenced to three weeks' jail in 2015 after exposing himself to a teenage girl, but reoffended about a year later.

Before handing out the sentence yesterday, District Judge Kenneth Yap described Tang's behaviour as "abnormal" and "perverted", adding that his previous jail terms did not seem to have had any impact. "There is clearly something wrong with you," the judge said. He also pointed how Tang's actions will exact a "tremendous cost" from his family. "Think about this while you spend time in prison."

The 10-year-old girl had gone to a Toa Payoh Central restaurant with her mother and younger brother on Dec 2 last year when she had to use the restroom. The male and female cubicles are situated beside each other, with a common area outside.

Deputy Public Prosecutor Chee Ee Ling said Tang was with his daughter in the same eatery.

At around 3.30pm, the victim was in a toilet cubicle by herself when she heard a few knocks. She heard Tang asking her for some toilet paper. DPP Chee said: "The victim took a few pieces of toilet paper and passed it to the accused through the gap under the door. The accused then requested that the victim open the door to pass him toilet paper."

The girl saw Tang with his trousers around his knees and his private parts exposed. She passed him more toilet paper and shut the door after he walked away. Shaken by what she had seen, she quickly left the toilet and told her mother about her ordeal.

DPP Chee asked the court to jail Tang for at least three months, stressing that the girl was severely affected after the incident. The prosecutor said: "She did not dare to go back to the restaurant or to go to any public toilet by herself."
