For some Housing Board residents, walking to or from their flats is akin to negotiating an obstacle course.

Some of them have to squeeze past bulky sofas while others must avoid wet laundry hanging on wall-mounted racks. Yet others must contend with eyesores like stacks of cardboard clustered to the side and plastic bags hanging on makeshift hooks.
