What is a carbon tax?

A carbon border tax, or carbon border adjustment, is a tariff imposed on imported goods based on the amount of greenhouse gases emitted during their manufacture.

In the case of steel, cement, aluminium, and even paper, the "embedded emissions" can be substantial.
