The Budget speech is really an investment speech

We go through this ritual every year. Singapore's annual incomes and expenditures are presented by the Finance Minister in a so-called Budget speech.

This is followed by an almost two-week period where Parliament sits as the Committee of Supply, involving a series of discussions popularly called the "Budget debate".
