Government's own schemes could be rendered less effective if it retains tight control on inflow of skilled talent, depriving companies of much-needed manpower

According to the United Overseas Bank Asean SME Transformation Study reported in The Sunday Times last week, it is "Subsidies to ease the burden of rising manpower costs".
