Globally and at home, the economy is off to a sluggish start this year.

Earlier this month, the International Monetary Fund cut its global outlook, its third downgrade since last October. It forecasts the global economy will grow 3.3 per cent this year, the slowest since the financial crisis of 2008-2009.
