The Economic Strategy Review (ESR) has identified artificial intelligence as a key pillar of Singapore’s future growth. At the same time, it acknowledges a simple reality: Singapore has no intention of building the next ChatGPT. 

Nor should it try to. Frontier AI models require vast pools of capital, computing power and talent concentrated at a scale that only a handful of countries and companies can sustain. Singapore has neither the scale nor the comparative advantage to compete with the United States or China in building foundational AI models.
