At an air force base in Germany, the top military leaders of the United States and Europe got together recently to reassert their support for Ukraine and plan their next steps in arming it against the Russian invasion.

Everyone attending that meeting claimed to be optimistic: The Ukrainian military is getting stronger thanks to fresh deliveries of heavy tanks and armoured personnel carriers; its much-heralded offensive against Russia’s troops is now, at most, a matter of a few weeks.
