A new Caregiver Support Action Plan aims to relieve the burden of those who care for their loved ones. But does it go far enough?

Madam Fong Mei Noong, 74, is the sole caregiver to her hundred-year-old mother and an intellectually disabled sister, 67.

Her mother is bed-bound, tube-fed, suffers from dementia and requires 24/7 care.
