The performing arts centre is a post-war development. Unlike a classical European opera house or concert hall, it has multiple venues, public spaces, and is sometimes built in urban communities that seek renewal. It stands for values that seem more progressive, more universal.

Therefore, when the recommendation for a national performing arts centre in Singapore came about in 1989, many eagerly awaited its realisation.
