I often see drivers cutting into the oncoming lane when they make a turn. This is obviously dangerous and against traffic rules, but what should these drivers do to avoid such a manoeuvre, especially if the road is narrow?

The reason for the behaviour you observe is tardy driving, not narrowness of road.
