SINGAPORE - A home-grown fashion designer has been accused of cheating a customer out of a photo shoot package.

Administrative executive Katrina Rawther, 44, claims that Dicky Ishak, who once designed a dress for the Miss Universe Singapore pageant, sold her a $1,000 photo shoot package featuring his designs and never delivered.
