SINGAPORE - When beauty salons shut last year on April 7, consumers were sent into a tizzy. Hair colouring treatments, manicures, hair removal and facials were officially deemed "non-essential" and made to take a back seat.
A few weeks later, hairdressing and barber shops offering basic haircuts were shut too, as part of tightening circuit breaker measures.
