SINGAPORE - The certificate of entitlement (COE) system is a bit like the rain. Both are irrevocable facts of life in Singapore, both take place fairly frequently and regularly, yet both still often get us in a tizzy.

"Oh, it's raining," we would say, pointing to the sky, as if it is a new phenomenon.
