Why the big loop in Downtown Line?

It is great news that the final phase of the Downtown Line will be completed in a few months (Downtown Line 3 all set to open in October; June 1).

However, I do not understand why there is such a big loop between Rochor and Jalan Besar. The extra eight stations would add at least 20 to 25 minutes of commute time.

Couldn't commuters who do not need to go downtown transfer at Rochor station and continue straight to Jalan Besar? Perhaps an underpass would work.

If this is not possible because of space constraints, would the Land Transport Authority consider allowing commuters to do a transfer - similar to the one allowed at Newton station - and let commuters exit at Rochor station and re-enter at either Bencoolen or Jalan Besar at no extra cost?
