Gold stairs definitely add colour to Singapore's scene (Gold stairs earn praise but are out of step with rules; March 8).

Whether it is art or vandalism is a different matter altogether.

One question first needs to be answered: Is the installation approved by the owner of the property or the management? In this instance, the management would be the town council.

If prior approval is obtained, then it can be considered art. If there is no approval, then is would be considered vandalism.
