At the close of the latest certificate of entitlement (COE) bidding exercise on Feb 17, the Land Transport Authority (LTA) website showed that there were 24 and 11 unused COEs for Category A and Category B vehicles respectively.

The website also indicated that there were 940 and 1,701 unsuccessful bids for categories A and B respectively.

Why are there unused COEs when we still have unsuccessful COE bids? In what way were the COE bids unsuccessful?

The same situation exists for the other COE categories in the same bidding exercise. Could the LTA clarify this?
