Discretion in use of handcuffs

We thank Mr Donny Ho Boon Tiong for his feedback ("Assess circumstances in use of handcuffs"; Forum Online, Jan 27).

Police officers do exercise discretion in using handcuffs during arrests.

Handcuffs are used to prevent people in custody from escaping or from harming themselves and others.

Police officers are trained to assess the situation and to decide if handcuffs are necessary.
