Contractors smoking away in park while taking a break

Yesterday, while jogging in Bishan-Ang Mo Kio Park, I spotted a National Parks Board (NParks) worker smoking while taking a break from clearing the leaves.
Are NParks contractors allowed to break the rules?
I have even seen smokers lighting up in pavilions where there are "No Smoking, Fine $2,000" signs.
If there is no enforcement, there is no point having the law.
