Check flat ownership before allowing sale

I found it strange that the Housing Board seemed to imply that it did not have a record of who the legal owner of a flat at the centre of a court case was ("Court denies buyer of $270k resale flat legal ownership"; May 23).

Wouldn't HDB have records of who the legal owner of an HDB flat is?

In situations where the occupant is mentally incapacitated, the HDB should conduct checks on the flat's ownership. This is the first line of defence of a person's vital and, possibly, only asset.

The report seems to imply that any occupant listed in the house can sell it for his own gain, even if he does not have the authorisation of the legal owner.

If legislation in this area is lacking, then, it is time to plug the loophole.
