Why stop off-peak pass?

Senior citizens used to enjoy the $40 monthly concession MRT/bus passes, for travel during off-peak hours.

But it was discontinued late last year. Now senior citizens are forced to purchase the $60 concession passes.

What is the rationale behind the move to stop issuing off-peak passes? Are the authorities trying to save cost by cutting off this small luxury to senior citizens?
