Tweak education system to help needy students

As education is the way to better-paying jobs, I propose some changes to our education system to tackle the problem of social inequality.

Enough resources have already been poured into the pre-school sector. Any further public funding should now be directed towards the primary, secondary, post-secondary and tertiary education sectors.
