'Partial COEs' to ease traffic woes

Having a system of "partial" certificates of entitlement (COEs) will help reduce the number of vehicles on the road and ease congestion for those taking public transport.

Such a system would involve vehicles with odd-number licence plates being allowed on the roads only on odd-number dates, and vice versa for those with even-number plates.

Vehicle owners who opt for partial COEs would pay only half of the COE price and road tax.

Such vehicles would be allowed on the roads on Sundays and public holidays.

Once a vehicle owner opts for a partial COE, he can switch back to the normal COE only after a year and will need to pay back the difference in COE price, depending on the number of years left.

I hope the Land Transport Authority can consider such a scheme.
