Differentiate S&C fees for households

I HAVE noticed that at some town councils, such as Chua Chu Kang Town Council, citizen and non-citizen households living in five-room flats and executive flats are charged the same service and conservancy (S&C) fees.

Other town councils differentiate between citizens and non-citizens, and charge non-Singaporean households more.

Why can't all town councils do the same?

NOW that the Barclays Premiership season has come to an end, why is Singtel continuing to charge subscription fees for it?

Our subscription is for live telecasts, and I believe Singtel's subscription to the vendor is also from the start to the end of the season.

Hence, Singtel should reconsider its charges, as subscribers like me are now paying a large amount for no services.
