Don't strain cohesion in community

MP Lee Bee Wah's idea works against cohesion within the community ("Get rewarded for catching a litterbug?"; yesterday).

Litterbugs should be appropriately punished.

But any such punishment should not also generate ill will or antagonism within the community, where personal profit could be achieved at another's folly.

Such a proposal simply does not gel with a culture where we look out for our fellow men and, where possible, provide the needed support.
