DBSS owners should not be charged for carpark use

Apartment owners of Design, Build and Sell Scheme (DBSS) developments should not be charged by the Housing Board for the use of the carpark within the development as they have already paid for the construction of the multi-storey carpark by the private developer - just like owners of executive condominiums and private condominiums.

A DBSS developer buys the entire plot of land through an HDB tender in the same manner as developers of executive and private condos.

Payments for all three types of housing are in accordance with the URA Standard Payment Scheme, and the units are sold inclusive of common or shared facilities, such as the carpark, internal road, drainage, landscape and playground.
