Move upsets bureaucrats, who say contract staff can skip years of training and lack accountability

Life is tough at the top. Getting there is even harder, and perhaps no more so than in India's bureauracy.

To reach the highest levels of government, such as the Indian Administrative Service (IAS), aspiring bureaucrats must beat thousands of other competitors in tough examinations that test everything from general knowledge to language skills.
